Saida Mirziyoyeva, head of the Presidential Administration of the Republic of Uzbekistan, will deliver a keynote at the Arab Media Summit 2026 hosted by Dubai in September, highlighting Uzbekistan’s experience in government communication and the role of media in supporting development and modernization.
The Dubai Press Club announced that Mirziyoyeva will speak at a keynote session of the Government Communication Forum, held on the summit’s first day, which is scheduled to take place from September 15 to 17, 2026, at Dubai World Trade Centre.
Her participation comes after years of experience in media, information policy and institutional communication, before she became head of Uzbekistan’s Presidential Administration in 2025.
Government communication and media at the heart of the session
Mirziyoyeva is expected to focus on Uzbekistan’s experience in government communication, as well as the role of media in supporting development and modernization plans and the importance of institutional communication in building trust and strengthening dialogue between government institutions and society.
According to the Dubai Government Media Office, the session will also examine how media and communication can be transformed into effective tools for supporting development and shaping influence—topics directly linked to Mirziyoyeva’s professional experience in recent years.
Mona Ghanem Al Marri, vice president and managing director of the Dubai Media Council and president of the Dubai Press Club, welcomed Mirziyoyeva’s participation, saying her presence would add an international experience to the summit’s discussions and strengthen the exchange of expertise and perspectives among participating leaders from the region and around the world.
Who is Saida Mirziyoyeva?
Saida Mirziyoyeva has served as head of the Presidential Administration of the Republic of Uzbekistan since June 24, 2025, following a career that included a number of government positions focused particularly on media, communication and information policy.
Mirziyoyeva was born on November 4, 1984, in the city of Kokand in the Fergana Region. She studied international law at the University of World Economy and Diplomacy in Uzbekistan, graduating in 2006.
She later earned a master’s degree in law from Tashkent State University of Law in 2008, followed by a master’s degree in economics from Moscow State University, “Lomonosov,” in 2010. In 2021, she defended her economics dissertation at the same university and earned an academic degree in economics.
A career that began in media and communication
Mirziyoyeva’s participation in a media summit is particularly significant because a substantial part of her government career was linked to the media sector.
In April 2019, she became deputy director of the Agency for Information and Mass Communications under the Presidential Administration of Uzbekistan, an entity involved in developing government communication, media policies and information services for government institutions.
Between 2020 and 2022, she served as deputy chair of the board of trustees of the Public Foundation for the Support and Development of National Mass Media, which worked in areas related to developing the media environment and supporting sector professionals.
She then became head of the Department of Communications and Information Policy in the executive office of the Presidential Administration in November 2022, taking a position directly linked to managing communication and media policy for the presidential institution.
In August 2023, she was appointed an assistant to the President of the Republic of Uzbekistan, before becoming head of the Presidential Administration less than two years later, in June 2025.
This career path makes the government communication session in Dubai a natural extension of much of her professional experience, rather than a departure from her field of expertise.
Previous appearance in Dubai
Dubai is not entirely new to Mirziyoyeva’s international activities, as she previously took part in the Global Women’s Forum Dubai in February 2020, organized by the Dubai Women Establishment under the theme “The Power of Influence.”
She returns to Dubai today in a different position, having moved from direct work in the media and communication sectors to one of the senior positions in Uzbekistan’s presidential administration.
An expanded edition of the Arab Media Summit
The Arab Media Summit 2026 is being held under the umbrella of the Dubai Press Club in an expanded edition bringing together several specialized events and forums, including the Arab Media Forum, Government Communication Forum, Arab Youth Media Forum, Arab Social Media Influencers Summit, Film Forum, Gaming Forum and Dubai PodFest, in addition to events organized in cooperation with international media institutions.
The list of international participants in the 2026 edition also includes leaders of global media organizations, including Reuters President Paul Bascobert and Euronews President Pedro David, reflecting the summit’s aim to broaden discussion of the transformations facing the media worldwide.
An Uzbek experience before the Arab media audience
As governments around the world increasingly turn to digital platforms and social media to address the public, the relationship between media, government communication and public trust has become one of the key issues facing official institutions.
From this perspective, Saida Mirziyoyeva’s participation offers an opportunity to learn about the experience of a Central Asian country that has witnessed changes in its communication system and media policies in recent years, particularly as the speaker herself moved from direct work in media and communication institutions to leading the presidential administration.
Mirziyoyeva’s session in Dubai will therefore be more than a political appearance at a media event, bringing together her previous experience in communication and information policies with her current position in the country’s senior administration in a dialogue expected to focus on the relationship between media, government and society, building trust, and the role of communication in supporting development and modernization.
