Russia renews warning to foreigners and diplomats against remaining in Ukraine

The Russian Foreign Ministry on Saturday renewed its warning to foreign nationals, including diplomatic mission staff, against remaining in or travelling to Ukraine, and called on those in the capital, Kyiv, to leave, while affirming that Russian strikes on military targets in Ukrainian cities would continue.

In a statement, the ministry said it was «again warning foreign nationals, including diplomatic mission staff, against remaining in Ukraine and travelling to its territory». It also warned against being in Kyiv or near military facilities, and urged those inside the country to stay away from military and administrative facilities.

The Russian Foreign Ministry added that Russian forces would continue carrying out what it described as «large-scale retaliatory strikes» against military targets in Kyiv and other Ukrainian cities. The ministry linked the continuation of those strikes to what it described as «terrorist acts» that it said Ukrainian forces were carrying out against civilians and civilian infrastructure inside Russia.

Moscow holds those ignoring warning responsible for consequences

The ministry held those who ignored the warning responsible for the potential repercussions, saying: «Full responsibility for any potential negative consequences rests with whoever ignores this warning». The statement renews previous Russian warnings calling on foreigners and diplomats to leave Kyiv and refrain from travelling to Ukraine.

The Russian Foreign Ministry issued a similar warning on 25 May 2026 and sent memoranda on the matter to foreign partners. On 27 May, Russian Deputy Foreign Minister Mikhail Galuzin renewed the warning during a briefing for the diplomatic corps, as part of a series of alerts issued by Moscow concerning the presence of foreign nationals in Ukraine.

The ministry said several countries, including the United States, Britain and European Union countries, as well as Norway and Switzerland, had previously warned their citizens against travelling to Ukraine. At the same time, the statement noted that several embassies continued to operate in Kyiv, while foreign officials continued to visit the country.
