Yemeni Presidential Leadership Council Chairman Rashad al-Alimi on Monday, 28 September 2026, ordered the implementation procedures related to the safe return and general mobilisation decisions to be expedited after completing their constitutional and legal processes, stressing the need to raise the readiness of state institutions, the armed forces and security services during the coming period.

Riyadh meeting discusses implementation of return and mobilisation decisions

Al-Alimi issued the instructions during a meeting in Riyadh attended by Presidential Leadership Council member and Marib Governor Sultan al-Arada, several governors, Prime Minister Shaia al-Zindani, ministers, and the relevant military and security leaders. The meeting was devoted to discussing mechanisms for implementing the two decisions, the latest field developments, and the required needs and tasks.

The meeting participants renewed their congratulations to Yemenis on the 64th anniversary of the 26 September Revolution. They also paid tribute to members of the armed forces, security services, popular resistance and civilians who were killed, and wished the wounded and injured a speedy recovery.

Al-Alimi praises forces’ performance on the fronts

Al-Alimi praised what he described as the deterrence capabilities demonstrated by the armed forces across the various fronts and axes, and their ability to regain the initiative and inflict losses on the Houthis and their military equipment. He singled out the air force, drone units, artillery, rocket launchers, sniper units and ground forces for praise, saying they were operating in an integrated manner across the theatres of operations.

Al-Alimi said the armed forces had carried out 756 targeting operations over 72 hours on the fronts of Kataf, al-Buqa, Alab, Al-Jawf, Marib, al-Bayda, Lahj and Taiz, claiming that the operations had killed or wounded 2,316 Houthi members, as well as destroying or disabling vehicles, reinforcements, rocket-launch platforms and weapons depots.

He said the operations carried out in recent days were only the beginning, and that the armed forces still possessed capabilities and options whose impact would become visible in the field. He held the Houthis responsible for the escalation and for sending more Yemenis to the fighting fronts.

Call for residents to reject combat recruitment

Al-Alimi urged residents of the governorates under Houthi control not to allow their sons to be sent to the fronts, calling on them to side with the institutions of the republic and reject turning their sons and resources into fuel for prolonging the war and suffering.

He said the state regarded citizens in those governorates as partners with a rightful role in restoring state institutions and achieving security and stability, stressing that the current phase placed exceptional responsibilities on governors towards the people of their governorates. Regarding the safe return decision, Al-Alimi said it covered anyone who took the initiative to leave the Houthis and stop fighting or working for them, in accordance with the announced constitutional and legal guarantees and procedures.

Return guarantees and definition of comprehensive national mobilisation

He added that the measures included regularising the status of members of the armed forces and security services and safeguarding their legal rights. As for general mobilisation, Al-Alimi explained that it was not limited to mobilising fighters, but represented comprehensive national mobilisation of human, material and moral resources, aimed at enhancing the ability of state institutions, the armed forces and security services to perform their duties.

Al-Alimi praised the House of Representatives’ response to the request to declare general mobilisation and complete the related constitutional process, considering the response an indication that the legislative institution recognised the scale of the challenges and was committed to unifying the state’s institutions and capabilities and protecting the republican system and its gains.

The meeting heard briefings from the prime minister, ministers, governors, and military and security leaders on field developments, the needs and tasks expected during the coming period, as well as measures taken to implement the Presidential Leadership Council’s instructions and strengthen the presence of state institutions at all levels.

Al-Alimi also praised the role of the media, cultural and intellectual platforms, writers, intellectuals and activists in confronting what he described as Houthi disinformation and supporting efforts to restore state institutions and end Yemenis’ suffering. He stressed the need to care for the families of members of the armed forces who were killed and for the wounded, and to strengthen the cohesion of state institutions and citizens’ support for them.

The meeting was also attended by the director of the Office of the Presidency of the Republic, Yahya al-Shaibi, and adviser to the Supreme Commander of the Armed Forces Hashim al-Ahmar.
