Syria’s Ministry of Energy and Saudi company Kashen have signed a strategic partnership agreement to develop and operate a national digital platform for petroleum products. The platform is intended to link operational and financial processes across the various stages of the value chain, support digital transformation, improve operational efficiency and strengthen governance in the sector.

A Syrian company and a unified sector-wide system

The agreement aims to launch a Syrian company drawing on Saudi expertise to develop an integrated digital platform linking the relevant entities through a unified system covering production, transportation, storage, distribution, fuel stations and financial settlement, under a vision extending “from the field to the bank.”

The platform links operational processes with financial flows and provides a unified view of data across the stages of the value chain, supporting planning and decision-making while enhancing oversight and transparency in the movement of petroleum products. Under the agreement, Kashen will develop and operate the technical solutions in partnership with Syria’s Ministry of Energy.

Saudi-Syrian cooperation in energy and digital transformation

The agreement forms part of Saudi-Syrian cooperation in the energy and digital-transformation sectors and includes the transfer of technology solutions based on artificial intelligence and automation to the Syrian market.

The signing ceremony was held under the patronage of Syrian Energy Minister Mohammed al-Bashir, with the participation of a delegation from Saudi Arabia’s Ministry of Energy that included Energy Minister Adviser and General Supervisor of the International Projects Office Fouad Mousa, and Director General of the Oil and Gas Sector Mohammed al-Humaidi.
